Purpose:

To consider whether car parking charges are to be waived in support of the local economy in the lead up to Christmas 2020.

The Mayor was keen to support this proposal, particularly this year following the Covid-19 pandemic and to support the Shop Local campaign.

 

Decision:

RESOLVED – that

a)      free parking at Council operated car parks in the lead up to Christmas 2020 be supported, and

b)      the arrangements for free parking be delegated to the Mayor in consultation with the S151 Officer.

 

Reasons for the decision:

The Council operates 10 chargeable car parks in Whitehaven, Egremont and

St Bees generating a total income of around £450k per annum. Income

comes from pay and display parking, long term permits and from penalty

charge notices. Parking charges normally apply from 8am till 8pm daily

including weekends.

 

The Council has traditionally offered a limited amount of free parking in

support of local businesses in the lead up to the festive period. In 2019 free

parking was offered in Whitehaven and Egremont for the towns respective

Christmas light switch-on events, and for all Copeland car parks from

21 December 2019 to 1 January 2020.

 

Alternative options considered:

Executive put forward a number of options regarding dates and times of any free parking, which the Mayor and S151 Officer will take into account when making their decision.
