COVID 19 RESPONSE – USE/DISTRIBUTION OF FURTHER GRANTS RECEIVED

Purpose:

The infection rate of coronavirus is rising again. The Government has and is intending make further regulations controlling the spread of the virus including self-isolation and possible business closure. As a result of self-isolation the Government has introduced a support package for those on benefit and low income. Such package will be channelled through district councils to distribute in accordance with set guidance and in respect of discretionary grants any further guidance or policy set by the Council.
With regard to enforcement district councils are enforcing authority for some of the regulations. The County Council is providing funds to enable districts to support them with the track and trace system and general enforcement.
This decision puts in place appropriate delegations to deal with the matters arising and approve the discretionary policy.

Decision:

That:
(a) the receipt of the grants be noted as being received into budget under 20.13.2 of chapter 20 of the constitution;
(b) that in respect of (A) above the Director of Financial Resources be delegated with authority to implement (including the receipt, process, grant/refusal of applications and administration of) the Government’s Test and Trace Support Payment Scheme in accordance with Government Guidance particularly the Implementation Guide for Local Authorities in England issued on the 12th October 2020 or such further guidance from time to time issued;
(c) that in respect of (A) above the attached policy, at Appendix A, be adopted for dealing
with applications for discretionary grants and the above Director be authorised to make minor amendments thereto from time to time;
(d) that in respect of (B) the Public Protection Manager be authorised and delegated with authority to use the money received from the HMCLG for the purpose as specified by MHCLG.
(e) that in respect of (B) the Public Protection Manager be authorised and delegated with authority to enforce any regulations relating to coronavirus (whether in force now or yet to be made) which enables the Council to act as enforcing authority and that she be authorised to delegate authority to issue fixed penalty notices to her staff for breach of such regulations.
(f) that in respect of (C) the Public Protection Manager be authorised and delegated with authority to use the money received from Cumbria County Council for the purpose designated by that Council including the appointment of two officers to undertake covid-19 related duties;
