The Chair to move:

That under Section 100(a)(4)of the Local Government Act 1972, the press and public be excluded from the meeting for the following item on the grounds that, if they were present, there could be disclosed to them exempt information as defined in the relevant paragraphs of Schedule 12A of the Act.

RESOLVED:- that pursuant to Section100(A)(4) of the Local Government Act 1972, as amended, the press and public be excluded from the meeting for the following items of business on the grounds of likely disclosure of exempt information as defined in paragraph 7 of Part 1 of Schedule 12A of the Act.

Grant of Hackney Carriage Driver's Licence (Agenda Item 5 - JIB)

Minutes:

Councillor Gwynneth Everett declared a non-pecuniary personal interest in this application due to having knowledge of the applicant’s property.

 

Consideration was given to a report submitted on a request received for the grant of a Hackney Carriage Driver’s Licence.

 

The applicant failed to attend the hearing.

 

Committee had concerns that the applicant had not provided sufficient information, particularly regarding place of residence, the use of a vehicle and local knowledge.

 

RESOLVED:- that the applicant’s Hackney Carriage Driver’s Licence be refused.

Minutes:

Hackney Carriage Vehicle Proprietor (Agenda Item 7 - JLG)

Minutes:

Consideration was given to a report submitted following a complaint received from a member of the public, who raised concerns about an unlicensed hackney carriage vehicle.

 

The hackney carriage vehicle proprietor attended the hearing and addressed the Committee.

 

RESOLVED:- that

a)      The hackney carriage vehicle proprietor’s licence not be revoked,

b)      The hackney carriage vehicle proprietor be required to return any expired plates in his possession as soon as possible, and

c)      The hackney carriage vehicle proprietor be required to be courteous in future when Copeland Borough Council Enforcement Officers visit.

Grant of a Private Hire Driver's Licence (Agenda Item 8 - VD)

Minutes:

Councillor Brian O’Kane declared a personal interest in this application due to knowing the applicant and took no part in the discussion or determination of the application.

 

Consideration was given to a report submitted on a request received for the grant of a Hackney Carriage Driver’s Licence.

 

The applicant attended the hearing and addressed the Committee.

 

RESOLVED:- that the applicant’s Private Hire Driver’s Licence be granted.

LIC 19/39

Policy/Conditions - discussion item.

Minutes:

The Public Protection Manager advised Committee of the Hackney Carriage and Private Hire Policy and Conditions Review 2020, and circulated slides outlining the reasons for the review.

 

Members were asked to provide comments to the Public Protection Manager by

15 February 2020 and all proposed changes would be reported to the next Licensing Committee meeting on 17 March 2020.
