Councillor Russell Studholme declared non-pecuniary interests in Applications 4a (4/21/2327/0R1 – Land to the north of School Brow, Moresby Parks, Whitehaven) and 4b (4/21/2328/0F1 – Land to the north of School Brow, Moresby Parks, Whitehaven) due to knowing some of the speakers.

Minutes:

Application 4a for reserved matters approval for the erection of 20 detached dwellings including associated infrastructure (access, appearance, landscaping, layout and scale) pursuant to outline approval 4/16/2175/0O1  and 

Application 4b for formation of an attenuation basin including connection routes to adjoining proposed housing development, were presented by the Principal Planning Officer.

 

During the consideration of these items Mr E Musgrave, Mr G Sewell and

Mr R Pearson spoke in objection to the applications.

 

Note: At this point Councillor Graham Calvin declared a non-pecuniary interest due to knowing the applicant.

 

The applicant, Mr Rae, then exercised his right to respond.

 

Following questions from Members, Councillor Graham Calvin proposed that a site visit be undertaken, this was seconded by Councillor Linda Jones-Bulman

 

RESOLVED – that a site visit be undertaken to appraise all material planning considerations before determining the applications.

Minutes:

The Panel received an update report on the current status of Planning Application 4/18/2287/0O1 Land at Harras Moor, Whitehaven which is an outline application for development of up to 370 Houses with associated Open Space and Infrastructure.

 

The Panel was advised that, with the permission of the Chair, an additional Planning Panel meeting would be held at 2:00pm on Tuesday 16th August in the Bainbridge Room, The Copeland Centre, Whitehaven where this application would be heard by members. This also allowed for a further site visit to be undertaken on the morning of the meeting.

 

Councillor Graham Calvin asked if the site visit for Applications 4/21/2327/0R1 and 4/21/2327/0F1 could take place on the same day

 

RESOLVED – that the update and details of the additional site visits, followed by a Planning Panel meeting on 16th August 2022 be noted.
