Councillor Brian O’Kane declared a non-pecuniary Interest in the Delegated Decisions due to being a Whitehaven Town Councillor and a member of Seascale Golf Club.

 

Councillor Charles Maudling declared a non-pecuniary Interest in the Delegated Decisions due to being a Whitehaven Town Councillor.

 

Councillor Jackie Bowman declared a non-pecuniary Interest due to knowing former Officers sitting in the public seats.

Planning Panel Site Visit

Minutes:

A site visit for the Planning Panel was undertaken during the morning on Wednesday 18 September 2019 to view application site 4/19/2287/0O1 (Land at Harras Moor). This was attended by Planning Panel members Councillors Joan Hully, Michael McVeigh, Graham Minshaw, Russell Studholme and Graham Calvin.

 

Councillor E Dinsdale representing Whitehaven Town Council also attended.

Minutes:

During discussion of this item Mr M Gracey, Ms L Cruickshank and Mr Trevaskis spoke in objection to the application.

 

The Applicant’s Agent, Mr P Shannon, then exercised his right to respond.

 

RESOLVED – that on a vote of 2 in favour, 6 against and 0 abstentions, the application be Deferred as Members were minded to refuse the application against the Planning Officer’s recommendation.

RESOLVED – that the street name Ellen Drive be adopted for this development and all the relevant bodies be notified.

Minutes:

Consideration was given to a request to modify a Section 106 Agreement relating to a Residential Development on Land at Millfields, Lamplugh.

 

RESOLVED – that the proposed modification of the Section 106 Agreement to enable development to commence on the site and also to ensure that the requirement to deliver a village hall as part of the scheme is maintained be agreed in accordance with the submitted request.
