Councillor Steven Morgan declared a non-pecuniary Interest in Applications 4/19/2261/0R1 – Land at North Park, Rheda, Frizington and 4/19/2397/0F1 – Land adjacent to Kirkland Road, Ennerdale Bridge due to being the Ward Councillor.

Reserved Matters Application seeking approval of Appearance, Landscaping, Layout & Scale.

Minutes:

Councillor Brian O’Kane stated that as he had not been in attendance at the Site Visit held earlier in the day, he would not take part in the discussion or voting regarding this application, in accordance with the site visit protocol.

 

During discussion of this item Mr K Mayer, Mr J Lewin, Mr P Cottrell (on behalf of Mr J Benedicic and Mr M Knight), Mr J Lewin and Ms L Knox spoke in objection to the application.

 

A statement on behalf of Mr K McGough in objection to the application, was read out by the Principal Planning Officer.

 

The Applicant, Mr J Blue, and Applicant’s Agent, Mr S Blacker, then exercised their right to respond.

 

RESOLVED – that on a vote of 7 in favour, 3 against and 0 abstentions, the Reserved Matters application be Approved.

Having declared an interest in this application, Councillor Charles Maudling left the room and took no part in the consideration of this application.

 

During discussion of this item Mr J Ryan, Mr G & Mrs R Harrison and Mrs Oliver spoke in objection to the application.

 

The Applicant, Ms J Park, then exercised her right to respond.

 

RESOLVED – that on a vote of 7 in favour, 3 against and 0 abstentions, the application be Approved, subject to the addition of the following conditions:

 

7.          Prior to the first use of the development hereby approved, at least one disabled parking bay must be provided within the car park in accordance with details to be submitted to and approved in writing by the Local Planning Authority. The parking bay must be clearly marked and retained as such at all times thereafter.

             In order to ensure the development is accessible for all.

 

8.          Prior to the first use of the building hereby approved, a ramped access must be provided at the main entrance door. Once installed the ramp shall be retained as such at all times thereafter.

RESOLVED – that site visits be arranged and Planning Panel members advised accordingly.

The next scheduled meeting will be held on Wednesday 8 April 2020 at 2:00pm, both meetings will be in The Bainbridge Room, The Copeland Centre, Catherine Street, Whitehaven.
