The outline application for up to 24 dwellings with approval of access (Resubmission) was presented by the Planning Officer.

During discussion of this item, representations in objection were received from Mr J Whitaker, Dr and Mrs S Lewis, Mr and Mrs A Shepherd, Mrs L Bell.

Mr A Shepherd and Cllr J Nugent (Representing Beckermet with Thornhill Parish Council).

A video from Mrs D Lace was also played to the Panel.

 

The Applicant’ Agent, Mr B Metcalf, then exercised his right to respond.

 

A vote was then taken, by way of a roll call.

 

The result of the vote was 6 For, 2 Against and 0 Abstention.

The Chair then used her second and casting vote and it was:-

 

RESOLVED that the Planning and Place Manager be delegated authority to approve outline planning permission for the development subject to:

§  A planning obligation securing the delivery of four of the proposed dwelling as intermediate housing to be sold at a discounted rate, and a financial contribution for traffic calming measures; and;

§  The planning conditions outlined in the agenda report.

§  Revised Condition 18:

There shall be no vehicular access to or egress from the site other than via the approved access, shown on the submitted plan ‘As Proposed Site Plan (Amended), Scale 1:250, Drawing No: 02, Rev: E, received by the Local Planning Authority on the 25th June 2019’, unless otherwise agreed by the Local Planning Authority.

§  Additional Condition - to secure lowering of wall fronting onto Morass Road
