RESOLVED – That the minutes of the meeting held on 21 July 2016 be signed by the Mayor as a correct record.

Moorside Project - verbal update

Minutes:

Members received a verbal update from the Interim Nuclear Projects Manager on the Moorside project.

The current key issues were highlighted and included the lack of a Programme, Statement of Common Ground and S106 arrangements.

Consultation that was expected in September/October had been cancelled.

Stage 2a consultation was still due early 2017, although there were no plans yet.

Moorside project were still looking at options and re-modelling/engineering may change the project timetable. At the end of the optioneering any strategic changes would require more consultation.

The key messages to Members were:

·       There were a limited number of items that can be recommended for agreement at this stage.  

·       There was a lack of project definition and information prevents further agreement.

·       Further project development may mean current agreements need to be revisited.

 

It was suggested that that the Managing Director be delegated to submit a position statement on behalf of Council.

 

RESOLVED – That

a)     the update be received, and

b)     the Managing Director be delegated to submit a position statement on behalf of Council.

North West Coast Connections - Way Forward - verbal update

Minutes:

Members received a verbal update from the Interim Nuclear Projects Manager on the North West Coast Connections project.

 

The current key issues were highlighted and included the Stage 2 Consultation,

Proposals for Mitigation, Parish Council engagement and the role of Ofgem.

 

The Stage 2 consultation was due to commence 28 October 2016 with a Member Briefing to be held on 24 October and Parish Council Briefings on 25 and 26 October 2016.

The consultation period had been extended to 6 January 2017, however, due to the Christmas/New Year break, a 23 December deadline was being worked to.

 

White, Young, Green had been appointed to project manage on behalf of Copeland Borough Council, Cumbria County Council and other local authorities.

 

National Grid were still looking at an April 2017 submission for a Development Control Order (DCO) and a 2025 date for connection to the grid.

 

RESOLVED – That the update be received.

Date and Time of Next Meeting

Minutes:

The next meeting of the Nationally Significant Infrastructure Projects Panel has yet to be arranged and members will be advised of date, time and venue in due course.
