National Grid - North West Coast Connections (NWCC) Project - Draft Consultation Response

Minutes:

The Panel received the latest draft response to the National Grid’s, North West Coast Connections Project consultation and were advised that 11 Parish Councils had provided Copeland with copies of their responses.

 

During the discussion that followed, additional wording for inclusion in Paragragh 8.1.5 was suggested by the Interim Nuclear Projects Manager.

 

RESOLVED:- That

a)     the additional wording for Paragraph 8.1.5 be added,

b)     the Managing Director, in consultation with the Chair of the Panel, be authorised to agree the final version of the National Grid’s, North West Coast Connections Project response and submit on behalf of Copeland Borough Council.

Moorside Project - Verbal Update

Minutes:

The Panel received an update from the Interim Nuclear Projects Manager on the Moorside Project followed by a presentation on ‘The Role of Section 106 for the Moorside Project’.

 

This included the how Section 106 agreements assist in mitigating development.

Members also enquired about the Community Infrastructure Levy (CIL), which provides for general infrastructure contributions.

 

The presentation included case studies from Hinckley Point C.

 

Following the presentation, it was suggested that all Council members would benefit from the presentation and this could be arranged prior to the next full Council meeting.

 

It was also suggested that this Panel hold workshops to look at Section 106 agreements that may be required for Copeland and further workshops to look in more detail at the Moorside Project Risk Register.

 

The Panel thanked the Nuclear team for their hard work.

 

RESOLVED:- that

a)     the update and presentation be received,

b)     the presentation be delivered to all Councillors immediately prior to the next full Council meeting on 7 February 2017.

c)     workshops to look at Section 106 agreements that may be required for Copeland and further workshops to look in more detail at the Moorside Project Risk Register be arranged.
