Apologies for absence were received from Councillors Jackie Bowman, Anne Bradshaw and Hugh Branney.
Declarations of Interests in Agenda Items:
To receive declarations by Members and/ or co-optees of interests in respect of items on this Agenda.
Members are reminded that, in accordance with the revised Code of Conduct, they are required to declare any disclosable pecuniary interests or other registrable interests which have not already been declared in the Council’s Register of Interests. (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting).
Members are advised however, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared in the Register, as well as any other interests.
Members are reminded that they may not, by law, participate or vote in any discussion in a meeting on a matter in which they have a disclosable pecuniary interest
Members are advised that they should leave the room during consideration of any items of business in which they have a disclosable pecuniary interest.
Councillor Yvonne Clarkson declared an interest in all items relating to Rates/Property.
RESOLVED - That the minutes of the meeting held on 6 December 2018 be signed by the Chair as a correct record.
The Committee was updated on the Budget consultation process which was held over a five week period commencing in November 2018.
The draft strategy and consultation document were publicly available on the Copeland Borough Council’s website and in hard copy at all Council offices and Libraries in the Borough.
A total of 91 responses were received and these were summarised in the agenda report.
Members expressed their disappointment at the low number of consultation forms completed and returned.
RESOLVED:- that the report be received and noted.
The Mayor introduced his draft budget proposals to the Committee, during which copies of slides were distributed and the Chief Finance Officer guided Members through the Draft Revenue Budget 2019/20, Medium Term Financial Plan (2019-2022), 2019/20 Treasury Management Strategy and draft Capital Programme (2019-2022) reports.
During the discussion Committee expressed their concern at the proposal to charge for the replacement of a damaged bin. The Mayor responded advising Members that this had already been removed from the budget proposal.
In addition, the following questions were raised and the Scrutiny Officer was tasked with obtaining the responses.
· Is Copeland considering reintroducing a Christmas tree collection/disposal?
· Have charges for mobile Screening and crushing been applied?
· Has Copeland considered introducing licensing for establishments that offer Botox treatment?
· How much does the ‘surrender of unsound food-at premise’ cost the authority?
· From when have taxis been permitted to increase their charges on ‘Mad Friday’?
· Why have the costs for Parish Council Elections risen since 2015?
There were no recommendations made for forwarding to the Executive.
a) the Mayor’s draft budget proposal be received,
b) the Scrutiny Officer be tasked with obtaining responses to the questions listed above, and
c) the questions raised and the responses obtained be forwarded to Executive.
