Clinton Boyce (Solicitor) declared an interest Agenda Item 3 (Copeland Local Plan Preferred Options) as it relates to the proposed extension of the village settlement boundary for Moor Row.

Councillor Andy Pratt introduced a report on the Copeland Local Plan Preferred Options.

 

It was stated that the Council’s Strategic Planning team had produced the Preferred Options Draft of the new Copeland Local Plan 2017-2015 which, once adopted, would replace the Copeland Local Plan 2013-2028.

It was further stated that a public consultation was required on the Preferred Options Draft, to seek views on the preferred policy approach and draft site allocations for development and protection.

The report was seconded by Councillor Doug Wilson.

 

Members considered the report and a vote was then taken, by way of a roll call.

 

On a vote of 28 For, 0 Against and 1 Abstention, it was therefore:-

 

RESOLVED – that an eight week public consultation on the Preferred Options Document beginning on 21st September 2020 be agreed.

Councillor Andy Pratt introduced a report on the Copeland Local Development Scheme 2020 which informed Members of a number of minor updates to the adopted Local Development Scheme 2019.

This also included updated timescales and additional scope both of which were outlined in the agenda report.

 

The report was seconded by Councillor Felicity Wilson.

 

Members considered the report and a vote was then taken, by way of a roll call.

 

On a vote of 28 For, 0 Against and 1 Abstention, it was therefore:-

 

RESOLVED – that the Local Development Scheme 2020 be adopted as the Council’s work programme for producing the new Copeland Local Plan

2017-2035.

Councillor Andy Pratt introduced a report informing Members of the amendments made to the Revised Statement of Community Involvement (SCI) 2016.

It was highlighted that these amendments had been made to take account of the restrictions due to the Covid-19 pandemic, the updated Development Management processes, that planning applications were now available on-line and an update to the Council’s Neighbourhood Planning Protocol.

 

The report was seconded by Councillor Doug Wilson.

 

Members considered the report and a discussion followed.

 

Councillors were keen to ensure that all members of the community had access to the documents and were advised that they would be available on-line and in hard copy in many different formats and languages if required.

 

A vote was then taken, by way of a roll call.

 

On a vote of 31 For, 0 Against and 0 Abstentions, it was therefore:-

 

RESOLVED – that

a)     the changes to the Statement of Community Involvement, including 

           the temporary limitations in public/face to face engagement due to  

           the Covid-19 restrictions be approved, and

b)     the updated Neighbourhood Planning Protocol 2020 be adopted.
