16/10/2020 - COVID 19 RESPONSE – USE/DISTRIBUTION OF FURTHER GRANTS RECEIVED ref: 230    For Determination

The infection rate of coronavirus is rising again. The Government has and is intending make further regulations controlling the spread of the virus including self-isolation and possible business closure. As a result of self-isolation the Government has introduced a support package for those on benefit and low income. Such package will be channelled through district councils to distribute in accordance with set guidance and in respect of discretionary grants any further guidance or policy set by the Council.
With regard to enforcement district councils are enforcing authority for some of the regulations. The County Council is providing funds to enable districts to support them with the track and trace system and general enforcement.
This decision puts in place appropriate delegations to deal with the matters arising and approve the discretionary policy.

Decision:

That:
(a) the receipt of the grants be noted as being received into budget under 20.13.2 of chapter 20 of the constitution;
(b) that in respect of (A) above the Director of Financial Resources be delegated with authority to implement (including the receipt, process, grant/refusal of applications and administration of) the Government’s Test and Trace Support Payment Scheme in accordance with Government Guidance particularly the Implementation Guide for Local Authorities in England issued on the 12th October 2020 or such further guidance from time to time issued;
(c) that in respect of (A) above the attached policy, at Appendix A, be adopted for dealing
with applications for discretionary grants and the above Director be authorised to make minor amendments thereto from time to time;
(d) that in respect of (B) the Public Protection Manager be authorised and delegated with authority to use the money received from the HMCLG for the purpose as specified by MHCLG.
(e) that in respect of (B) the Public Protection Manager be authorised and delegated with authority to enforce any regulations relating to coronavirus (whether in force now or yet to be made) which enables the Council to act as enforcing authority and that she be authorised to delegate authority to issue fixed penalty notices to her staff for breach of such regulations.
(f) that in respect of (C) the Public Protection Manager be authorised and delegated with authority to use the money received from Cumbria County Council for the purpose designated by that Council including the appointment of two officers to undertake covid-19 related duties;

13/10/2020 - Reports from Overview and Scrutiny Committee ref: 223    Recommendations Approved

The Deputy Chair of the Overview and Scrutiny Committee (Councillor Felicity Wilson) attended the meeting to provide Executive with a report from the Overview and Scrutiny Committee meetings held on 10th September and 1st October 2020.

A number of items listed on the Executive Forward Plan were highlighted where the OSC would like to receive reports.

Councillor Moore stated that a Disposal of Land policy was available and that individual land sales were dealt with as and when they arose. He also provided clarity on the Copeland Community Fund item which refers to the Council’s role in the co-operation agreement and not the fund itself.

Councillor Pratt suggested that the Council Climate and Environment Policy and Climate Action Plan could be the subject of a member briefing.

 

Councillor Felicity Wilson agreed to report back to the OSC and was thanked for her attendance.

13/10/2020 - Christmas Parking ref: 225    Recommendations Approved

To consider whether car parking charges are to be waived in support of the local economy in the lead up to Christmas 2020.

The Mayor was keen to support this proposal, particularly this year following the Covid-19 pandemic and to support the Shop Local campaign.

a)      free parking at Council operated car parks in the lead up to Christmas 2020 be supported, and

b)      the arrangements for free parking be delegated to the Mayor in consultation with the S151 Officer.

13/10/2020 - Climate & Environment Policy and Climate Action Plan ref: 227    Recommendations Approved

To receive and consider drafts of the Council’s Climate & Environment Policy and the Climate Action Plan. 

The Nuclear and Energy Manager presented a summary of the documents with a general overview and the implications were then highlighted before summarising the way forward.

It was also stated that a full Member briefing would be arranged.

The Nuclear and Energy team were thanked for the work they had put in, together with partners in Allerdale and the County Council.

13/10/2020 - Beacon Update ref: 226    Recommendations Approved

Councillor Morgan provided a verbal update and was pleased to announce a Government culture recovery grant of £252k for the Beacon, with further grants made in Copeland to Rosehill Theatre and Muncaster Castle. The S151 Officer had also identified further cost savings.

The Director of Financial Resources provided an overview of developments at the Beacon since the Covid-19 lockdown, including exhibitions and the café.
